Level by level
Wings goes up one level each time you pick it again on a level-up (a chest can also give it a level), up to level 5. Nothing else levels it up: other passives never do. The table shows what it gives in all at each level.

Evolves
Wings can be at any level: only the weapon marked MAX has to be maxed.
Other things that change Move
These do not level up Wings. Each one adds its own bonus to Move, and the game adds every bonus together. For example, Wings at level 5 (+50%) + Move Speed at rank 2 (+10%) + Guest (+10%) = +70% Move.
